One of the most significant updates is the appointment of Baroness Louise Casey to lead an independent commission into adult social care. This commission is tasked with creating a long-term roadmap to overhaul the sector.
The work will be split into two vital phases:
- Phase 1 (Reporting 2026): Identifying critical issues and recommending “quick wins” and medium-term improvements to lay the foundations for a National Care Service.
- Phase 2 (Reporting 2028): Developing a long-term vision to meet the needs of an ageing population, ensuring the system is fair, affordable, and consistently high-quality across the country.
Immediate Support for the Care Workforce
While the Commission looks to the future, several immediate reforms are being implemented to support care professionals today:
- Career Progression: The government is expanding the national career structure for care staff, providing better pathways for professional development.
- Enhanced Clinical Duties: Care workers will be supported to take on additional health interventions, such as blood pressure checks. This allows for more routine health monitoring to take place in the comfort of a person’s own home.
- Fair Pay: Legislation is being introduced to establish the first-ever Fair Pay Agreement for care professionals, recognizing the vital impact they make every day.
Investing in Independence and Technology
To help older and disabled people live independently for longer, the government has confirmed an £86 million boost to the Disabled Facilities Grant. This funding will allow thousands more people to make vital home adaptations.
Furthermore, a new shared digital platform will be developed. This will allow the NHS and care providers to share real-time medical information—such as medication records—ensuring safer, more integrated care.
